Following the implementation of a new salary structure, a municipality with more than 5’000 employees asked us for a detailed expertise on the impact of their new salary system on the functions occupied mostly by women.

After having studied in detail the current and the planned new structure, and identified the female-dominated functions, we analyzed the following aspects to determine if gender biases were present:

  • process of implementing the new structure
  • job evaluation methodology
  • elements of the new salary structure (grades, ranges, point limits, amplitude, overlaps, compa-ratio and compa-max, etc.)
  • as well as the rules for the transition from the old to the new system

The report was then presented (and accepted) to/by the relevant committee and to the City Council.
